Can you please advise what this error means. It occurs immediate when the
setup program starts.

The virus scanner (or another "protection" software) blocks the SetupBuilder
application. BTW, if you are running Kaspersky Internet Security Suite,
report this to Kaspersky.

1) Did I miss the explanation of this message in your help system? I was
searching for "errors" and "error" but didn't get anything.

2) Can you change the error message to be more helpful in the future ?

Over the next few months, we'll add "frequently asked errors" to the manual.
Your error is similar to the "0001:000-4" Runtime Error documented in the
manual.

No, this is not possible. The error is reported from the "stub" loader.
Only the specific error code can tell us what is going wrong and where.
There are quite a few thousand possible error codes. The SetupBuilder
application gives us the location of the error (in your case "0002") and the
GetLastError code (in your case "126").
