As I remove each exe and/or dll that is erroring, the next one errors

It looks like a "damaged" .exe (perhaps caused by a "transmission error").
I would suggest to code-sign the .exe and check if the signature is valid
before you execute it.

It has nothing to do with a specific SetupBuilder build number.

"damaged .exe" means damaged setup.exe here. Not your .exe/.dll.

Before I lead you wrong, was trying to set up a Progress Bar becasue there
is so much going on.
It was the Loop I set it up in. I got rid of the Loop to make the error go
away
