How to CREATE a Windows user account?

I see in the pdf that it will be supported in a future version. Does that
mean I can't do it now, or does it mean that I have to do it manually,
write code, whatever?

I am embarking on a quite ambitious install project, and there is no point
to start if I can't do this.
