Need some educating on Set Access

I don't fully understand how to implement this feature. The domain and user
portion is what I'm really unclear on. Say I want to give the "Everyone"
permission to a file or folder. How would I do that?

In the User field, just enter (S-1-1-0)
include the parentheses... Leave Domain blank

What John said. And there is a very good "SetupBuilder and SIDs - Setting
Permissions" topic in the "Learning SetupBuilder Part I".
