Can an SB Script write/update an XML file?

It depends on what you are trying to do. A XML file is nothing more than a
text file and you can use the "Handle Text File Operation..." script
function to manipulate text files.

But of course, you can also use a DLL and call it from within your installer
to handle this if you have to do very complex XML manipulations.
