Getting user defined Enviroment Variable

Is there a way to get a "user defined" environment variable? I see
where I can get some predefined values like path, tmp and so forth but
I want to get a value that has been added by the user.

You can't and you should never ever do! Installations are not running in
the context of the "current" user.
