Two possible reasons for this:

1. Your anti-virus / anti-spyware system (or one of the latest virus
definition updates) is buggy and "locks" access to the language .lng files
(located in the SetupBuilder \Language subfolder.

-or-

2. The IDE does not point to the default language folder (Tools... |
Options... | Languages)
