shouldn't the two lower fields (Data Type and Data Value) be disabled,
if the operation "Remove Value" is selected?

Yes, absolutely. But in my tests it is disabled (see attached).

What do I have to do to reproduce this?

Aha, okay. This happens when you open an existing "Edit Registry (Remove
value)" item.
