The installation application failed to detect SetupBuilder Developer Edition

Choose 'Help>Redistributable Manager' then select any available runtime package and then click the 'Download Runtime' button. The download runs and then the error posts. 'The installation application failed to detect SetupBuilder Developer Edition'. Yes; I do have the Developer Edition. It shows on the top of the frame.
Any suggestions appreciated.

Hello,

Some of the older Core PreRequisites still require an installed SetupBuilder 7 environment (we'll update the server soon). So just install SB7 and you can use the "Redistributable Manager" in SB8 to download the runtimes.

I am trying to download the .NET framework Version 4.0 but the installation application failed.
Is this fixable? You wrote to install version 7 should be installed, where can I get this version?

Just as an FYI, I tried to download all redistributables from SB 8.1 and they all downloaded/installed fine under Win 7 x64.
