Not sure you can download it individually, but I believe it is a part
of the Windows SDK and might be in one of these

Yes, it's impossible to download it individually. And it's not allowed to
redistribute SignTool.exe (the MS lawyers are watching).

I downloaded the Windows 8.1 SDK from MS. I posted the link somewhere
on this ng but now I can't find it;)
