What could be causing this ?

1. The file does not exist

-or-

2. Caused by your protection software (false-positive)

-or-

3. A damaged executable resource section.

This seems to be Windows error ERROR_OPEN_FAILED 110 (0x6E) "The system
cannot open the device or file specified". IMO, it's #1 (or #2).
