Is there any way to create patches (aka byte-level patches)? Something like RTPatch?

Answering my own question... WOW. SetupBuilder 5.2 supports very fast and ultra-compact binary patches (delta updates). We spent more than 1000 bucks on the Install$hield crap and SetupBuilder works better for only $399. WHat the hell...
