You're using accelerators on the radio control, so I assume you expect the
keyboard to work in the dialog. When the dialog is first displayed the radio
does not have focus and there is no keyboard method to select it. Of course,
Alt-a does not work. After a task switch TAB will move through the window.

Hmm, so the TAB key does not give focus to the radio control? It seems to
work fine here.
Would it be possible to send me a small setup.exe test installer?

Correct. No keystroke does anything.

I'll test a dummy script. If that doesn't reproduce it, I'll send you a link
to a working install that misbehaves here.
