Lisense Agreement

I changed the default RTF file for the license agreement but after recompiling, the Lisense Agreement Dialog Box still does not display.

Help on this topic seems to be for an older version of SB5.

How do I turn this feature on?

Is this with the latest build? There is no know bug in that feature and we did not change it for over a year.
