Default Setting file permissions using SID

The Grant File Access SB function says that it supports the use of SIDs to set file permissions. When I try to give everyone permissions using S-1-1-0, the ERRORCODE is non-zero and the permissions are not set. If I use the name Everyone, everything works fine. I know ICACLS needs a * before the SID, does SetupBuilder require anything like that, or is there something else I am doing wrong? I am leaving the Domain empty and just writing "S-1-1-0" in the User field. Also, will this work on XP, because it didnt look like CACLS supports the use of SIDs?

    Thank you
