As you probably know, SetupBuilder Developer Edition provides access to a
base set of SetupBuilder "Core PreRequisites". You can also create your own
SetupBuilder PreRequisites, and add them to your projects. But a
SetupBuilder "Core PreRequisite" already contains all of the logic and
original vendor files (runtimes, redistributables) needed to install
distinct pieces of functionality for a product or technology framework. For
example, Microsoft Visual C++ 2010 Redistributable, Microsoft .NET Framework
4.0, or Microsoft SQL Server 2008 Express.

Microsoft recently changed the internal packaging method (not compatible
with previous redistributables) which makes it very hard to extract and
debug the new redistributables. As a result, we had to come up with a new
development procedure to debug and investigate the files. The good news is
that we can handle their new method now.

We'll make new and updated "Core PreRequisites" available next month.
