Another, simplier answer to this problem and doesn't require Allow
switching between recent apps to be Off -

So far in my testing it works, but consider the frustration of many who
encounter the Switch between apps window, haven't seen any answers for the
"solution", and since the window remains fixed through any W81 window, it
effectively blocks useful information.

I did restart W81 and so far, with this simple solution before reboot,
window has not re-appeared.
