What kind of Font are you using? Is this the recommended (standard/default "MS Shell Dlg:8") font? I have never ever seen this before. Nothing changed here for 10+ years.

I don't know what you mean "what kind of font are you using?" I changed nothing with SB10DE other than to define what files were to be installed in my setup a insert a few lines via the Script Editor. IOW, I did not tweak anything with the dialogs/windows associated with SB10DE. What you saw was from a Windows 2003 server.

There is a font setting in General Information -> Installer Style.
This is what I see on our Server 2003 machines (see attached screenshots). There are millions of setups created with SetupBuilder out there and we have never ever received a similar Font issue report.

And with DPI changed from 96 to 120 it looks like this on our Server 2003 machines... To be on the safe side, I tested it on another 2003 machine.

My SB10DE font is set as: Microsoft Sans Serif:9
I never changed this setting to the best of my knowledge. I don't know if it makes any difference but my setups would have come from an old SetupBuilder verison 8 demo which I was using prior to purchasing SB10DE.

In SB5, SB6, SB7, SB8 and SB10 the default is "MS Shell Dlg:8" Reset to "MS Shell Dlg:8" and this should "fix" it.

There is no such font as "MS Shell Dlg" on my Windows 10/64 Pro operating system.
Copy and paste "MS Shell Dlg" into the Font entry field and then select Size 8. 'MS Shell Dlg' is just an alias that Windows uses to refer to the default font.
