Microsoft improved the process for gaining certification for Windows 7. The
very good news is that the use of Windows Installer (MSI) or ClickOnce is no
longer listed as an explicit requirement! In other words, SetupBuilder 6.9
and 7.0 can be used to meet Certified for Windows 7 Logo requirements!

This is a very significant and welcome development. There was already a
change in the Microsoft Windows Server 2008 Certification Requirements --
MSI installation was OPTIONAL and no longer REQUIRED!

Partners must meet the following "requirements" to gain Windows 7
certification:

- Comply with Anti-spyware Coalition Guidelines - Malware or Spyware is not
accepted.
- Do not modify Windows Resource Protection (WRP) protected resources.
- Ensure ongoing quality - in short, receive crash data from Windows Error
Reporting and fix all crash reported.

Partners must meet the following "policies" to gain Windows 7 certification:

- Install and uninstall cleanly.
- Install to the correct folders by default - the "Program Files" folder
should be the default.
- Support x64 versions of Windows.
- Follow User Account Control (UAC) Guidelines.
- Do not load Services and Drivers in Safe Mode.
- Digitally Sign Executable Files (.exe, .dll, .ocx, etc.).
- Do not prevent an installation or application from launching because of OS
version checking.
- Prevent unnecessary reboots - take advantage of the Restart Manager.
- Support multiuser sessions.
- Minimize application failures.
